I have many photos of the complete sets of handrails around the dome
with the side platform set lower than the top of the tank -- Set at the
normal position seen on most tank cars without hand rails.

What is less common is the addition of the transverse crossover platform.
However, those did exist as well. I will send you some photos.

Has anyone ever seen a prototype photo of this tank car with the unique "drop"
walkway around the dome? I gave on away after about ten years as I could not
find a prototype photo.
