Reweighing was required any time a significant component - certainly
a truck, wheelset, coupler, power hand brake, etc. - was changed.
Restenciling was required if the weight changed by more than 300
lbs., which was only a small part of the total weight of (e.g.) a
wheelset or a coupler.
