I'll paraphrase to make sure I understand - if there had been a loaded order for the car at Green Bay or Sturgeon Bay then the movement from Iowa to Wisconsin (entirely within District 11) wasn't a violation.
While this might not have been a technical violation of the car service rules it seems to me that the SPS car was a lot more likely to be sent in the direction of home from Fort Dodge than from Sturgeon Bay ;)
