I have only paid attention to the bulkhead measurement in relation to refrigerator cars which for a nominal forty-foot is usually around 33-feet. I don't see how these interior devices and their measurements would be relevant to building a model.

What are the reference points for this measurement? Is it the end of the bulkheads, the end of the coupler boxes, the end of the couplers, something else? If it is not the end of the bulkheads, how does one use the ORER data to build a car?
