You're forgetting the class CNJ XMf 20000-20499 series built by ACF Madison in 1919. They are listed in the Lane roster in Railroad History No 128, the CNJ diagram calls them USRA design, and I have a nice Al Armitage photo of 20379 from Ron Morse.
