I don't know the builder, but I recognize the car's ends as being re-used for a 40' double 8' door steel side rebuild into Bluebird bus seat boxcars. The USRA clone DS car reused the frame and ends (with splice additions). New car body had a Stanray steel roof along with the riveted steel sides. Pictured in a Henderson photo book.

Does anyone happen to know the builder of SSW 31000-33499? Here is a photo:

I have that they were built between 1923-25, but don't know the builder.
