I would think that these cleaned PFE cars would tend to show in bunches in trains leaving North Platte westward. But in heavy harvest season, North Platte would get overloaded, and then overflow PFE cars were moved onward to Nampa and Pocatello for cleaning and inspection for repair. Your other "rules" sound reasonable, as long as not slavishly adhered to.
