Cheap water transport seems to have really paid off for coal.  Marquette, MI had a large lakefront coal dock (a park today) to supply coal to the iron mines and coal dealers.  Fuel oil and gasoline were brought in by boat as well.  Even today two power plants use coal brought in by boat.  They stock pile for winter as they probably did during the steam era.
