Reefers and permanent false floors

In looking at a 1940 Official Railway Equipment Register listings for Western Refrigerator Lines cars, I noticed a few of the fleet of (WRX 10000 to 10999, 65 cars out of a total fleet of 400 cars) listed as AAR designation RS with an ORER note saying:  "Cars in this series not equipped with permanent false floors."

What was purpose of a false floor for in typical reefers?  Air circulation?  To drain melting ice?  And why would some cars not have it?
