Great idea! A little more searching and I found a much earlier patent for a "Self-locking load-binder" in 1889.
Not much between there and the one you found.

Earliest patent a quick search found was 1949.
That cites a 1932 application for a steamboat towing ratchet.
Apparently larger, for making up barge lashings.
