Tim,

The photo date is noted as 1911, a full decade before the NC&StL cars were built. The box car lettered for NYC&HR would also indicate a pre-1920 date.

It looks like there are three letters before the ampersand. I would go with the CCC&StL. Some of the NYC Lines installed flat cars similar to the NC&StL cars.
