In some locations the setup is used were trains have to cut for crossings. It allows the locomotive to keep the whole train's brake system charged so there is no delay for pumping up the section beyond the break. The connection is maintained with just a simple pipe under the grade crossing.

Indeed. Saved having to have a locomotive present to pump the air, or sitting there out in the yard while the carmen did their brake test and any repairs needed to get a good brake test. When the train was charged on yard air and tested, the locomotive just had to do a "set and release" test to ensure trainline continuity and they were good to go.
