My wife is a quilter and while we were at a fabric/craft store I wandered off while she was shopping and ended up in the paint section. In that section was a product called "Rust-Oleum Painter's Touch 2X Ultra Cover". It came in four mixes, gloss, semi-gloss, satin and matte. Most freight cars in N Scale come from the manufacturer with a semi-gloss (or satin) paint with very glossy lettering. I found the satin did a very good job of evening that all out and giving the entire car the same sheen. Even before weathering the car looked more realistic.
