The totally cheap and easy way to do this is to use salt weathering.   Paint the plow (or whatever) the metal color that you want to have show through.   Let dry.   Mist the part with plain water and sprinkle a little salt where you want the chips to be.   For HO scale, I use kosher salt (it is coarser).   You can make some final adjustments with tweezers, then let the water/salt dry.   Then spray the finish coat on.   Let dry, and then  knock the salt crystals off.   Result: nicely chipped paint.   Cost, pretty close to nothing.
