Steve,
There are at least four and most likely different colors involved.  The underframe, handrails, ladders and running boards are most likely black, weathered after years of use.  I would bet money that the tank was in the GATX black leasing scheme earlier in its life and has maintained the white reporting marks on the frame.  The paint job on the tank is obviously fading and shows evidence of uneven spray application with the thinnest areas exposing the previous base color.  Santa Fe silver work equipment exhibited the same kind of fading and the tank body tone is different than the frame reporting marks and stenciling on the adjacent cars.  My best guess is that a black lease tank had been resprayed silver as the base for this scheme.
The outlines on the letters and emblems are the darkest of at least three distinct tones and seem to match the tone of the adjacent handrail as does the reporting mark on the tank itself.  The lightest tone seems to match between the areas as does the fairly dark intermediate tone.  My first guess, although educated from interpreting WWII camo schemes, was that the CSC letters and fill on the other two emblems were yellow and the disk and Industrial Chemicals/Commercial Solvent Corp letters were a shade of blue.  The tones make sense.  Then I found a CSC article in Industrial & Engineering Chemistry COMMERCIAL SOLVENTS CORPORATION - Industrial & Engineering Chemistry (ACS Publications)That shows  the CSC emblem in 1960 as a black disk with orange letters.  But that simple logo on the page does not exactly match the one on the tank as the print version lacks the  very dark outlines and outer light tone surround found on the tank.  With that find my first thought was, perhaps the light tone represents Orange, the dark intermediate a Dark Blue, and the Outlines and tank reporting marks Black over a spottily fading Silver over Black tank.  With your insight, perhaps the disk is orange with yellow letters outlined in black and the rectangles yellow with orange letters outlined in black.  I still think the tank was a poorly sprayed and fading silver, but it could have been a light grey.  The greys didn't seem to fade like the silver paint though. John Barry ATSF North Bay Lines Golden Gates & Fast Freights Lovettsville, VA
