Is there, was there, some car shop, perhaps small, on the D&RGW where this car might have been repaired/repainted in 1945?

First off, you need to remember that the re-weigh date has nothing to do with repainting or shopping... you don't even need a shop, only a scale. And, when cars were due for a re-weigh, they could be done anywhere in the country, because it was against the AAR car service rules to offer a car for loading if the weight wasn't current.
