Since tank cars might be unloaded at MANY locations, I would not be surprised if they were sometimes hooked up to a hot water or a steam line that would use a flow through system--thus needing an inlet and an outlet.  But I think you could also use a steam system with condensate liquid venting with a single connection.

Consider that radiator heat systems in buildings are/were built as single pipe or two pipe systems.
