From Wikipedia's entry on James Six:

"He is noted for his invention, in 1780, of Six's thermometer, commonly known as the maximum minimum thermometer."

So, the thermometer has been around since long before the railroads.  It seems reasonable to assume that its use in this context goes back to earliest reefers (ca. 1860 or thereabouts).
