You could consider XM's that had been reassigned to MOW duty.   To make it clear the car is in MOW may require repainting, a change in reporting marks or class markings.   Some road didn't completely repaint the entire car but just patch paint the reporting marks and car number.

Sure.  Some roads didn't interchange their own freight cars.  The Maryland and Pennsylvania was one example during this era.  However, this is the exception, not the rule.
