I am not convinced.  If it said NEW, there should be a date after it.  Instead, there is lettering in front (to the left) that looks like MAD or something. 

I thinks it's a reweigh station and date the we just can't read.  This would be more consistent withe the overall time-line (~1915 trucks, ~1925 paint job).  Besides, given the condition of the grabs and sill-steps, this puppy looks far from new!
