Between these photos and the discussion of the USRA design tank cars, it appears there were a lot of cars ordered by the government (possibly to USRA plans), but not by the USRA, and are not included on lists of USRA cars. Additional insight appreciated.
There were many freight car orders placed by the US Government for the war effort in 1917-18. Some were intended for stateside facilities, but most of it was intended for use by the US Army in France. The USRA orders were a related but separate concern, intended to alleviate a domestic freight car shortage. Material shortages, increased costs, and long delivery delays had suppressed domestic orders and deliveries in the mid-Teens.
