Speaking as an engineer, generally speaking the material on the outside of a profile does the work. A hollow axle of the same diameter will be notably lighter, but only slightly weaker. If you increase the diameter a touch, it's equal strength. Etc.

That does require a suitable method of manufacturing the hollow parts. Inspection can be difficult. At a guess that may be why they were banned. It's certainly possible, if costly - every aircraft engine has 2+ hollow shafts.
