An unexpected "steam era" freight car

Anybody have any insight on this picture?

First off, a Southern Silverside, the original aluminum coal gons, are not thought of as "steam era" freight cars, but there one is, coupled to a steam loco's tender.  Second, what's it doing on the N&W?  I wasn't aware of them going off-line (other than the Interstate).  They were built at Bessemer, Alabama, so it isn't en route for delivery.

Hmmmm......
