Santa Fe 32001 was a one-of-a-kind trial build for an early ARA standard boxcar, Pennsy's entry became the X-29's. It was later classified as class Bx-21, and lasted until 1949.   The design proceeded the USRA double sheathed box cars.  So it would have been in regular interchange service.  That info comes from the Santa Fe box car reference book by John Dobyne.

That car looks pretty archaic, for 1917.  My guess is it's an in-plant car, not equipped for interchange service.
