Oops!  Sorry, it was Tangent that made them as detail parts when they first came out with the AC&F welded gondola.  They had 2 Equipco and 2 Universal brake levers on one sprue (now listed as "Sold Out" on their website).  They were power brakes, however.  Details West also made some generic lever handle that they sold as "flat car" brake levers.  They do look like the brake handles on some TOFC flats.  Finally, Detail Associates had a Peacock lever brake handle in their line some time ago (I don't know if they are still available).
