I suspect nearly all assembled jeeps were destined for US installations - primarily training, likely of multiple units over time. Those vehicles could have been part of troop train moves if the unit moved to a specific training facility. Training sets might be older equipment maintained by civilians until they were worn out, never leaving the US. The latest equipment was shipped for overseas deployment - troops would fall into the new equipment when they arrived in theater. The last thing Logisticians in theater would want to deal with is used equipment.
