It looks like a drawbar from the trailer hitch of the truck to coupler of the car for the purpose of moving the car around the facility.

(1) The truck bed appears to be holding chlorine cannisters that may be similar to those used on chlorine cannister railroad cars
 
(2) There appears to be a rod or pipe between the car TELX 224 and the back of the truck – what does the rest of the group make of this?
