Sure it can...
A quick shop change to 70-ton trucks...because an important shipper has a LARGE load: Voila!

SP Freight Cars Vol 3, p 220 lists F-70-1 as a single car: SP 49679...
p221 'The "missing' 400th car was the experimental F-70-1, car no 49679.'
