I suspect that the lease was like the current automobile leases - that the lessee was responsible for keeping the vehicle in good repair with all its parts, and for returning the leased vehicle at the end of the lease in good condition (normal wear and tear excepted) with all its parts, or else the lessee would have to pay damages or replace the missing parts. If the railroad bought the car from the lessor, there would be no deduction for missing hardware, as the lessee was responsible for those items during the lease.

But many of the GA-E cars were leased to the railroads. Did not the lessor own that loader equipment?
