Charlotte (pronounce Shar-LOT, not SHAR-let) was served by the New York Central. While not a direct connection to the shops in East Rochester, given that the steel mill has been shut down for some 20 years by the time of the photo, it would make sense that the NYC was using it for storage.

I consulted a map and found Charlotte and East Rochester on opposite sides of Rochester.

Anyone have an educated guess as to what is going on here?

The reefers all look the same and all look new. Is their location a coincidence or would there be some reason to place these cars at a blast furnace?
