Oh yes it does.  Maybe not ALL winter but I have a photo taken by Larry DeYoung of a SD45 flying through the Devon PA station at speed, with the plow about to cover the platform . . . and Larry.  There was about 12” on the ground.  He used the photo as a Christmas card with the story on the back.

No. Americans don't write dates that way. It is month, day, year. So February it is. Not to mention it is obviously COLD, due to the ice on several cars.

 

I will also note, as others have done, that Philly does not have snow on the ground all winter.
