A handcranked crane that lifted 20 tons must have been very extreme gear ratio and very slow. Minutes per foot for lifting and lowering. I can only assume they had very occasional loads to move. In 1924 it seems incredible they didn't have some gas engine. The delay in moving other freight must have been terrible. Unless the crane was on a dedicated spur track.
