Absolutely. Note the lack of safety appliances. All I see is one sill step and grabiron per side. Intra-plant use only.
It appears that it's basically a vertical tank suspended in the middle of a rectangular frame made mostly of 12" channel, plus draft great and trucks. Actually wouldn't be a very complex scratch project.
