Cambell's shingles are classics in the model railroading community but they seem best for simulating wood shake style shingles but if he's trying to represent asphalt shingles then probably any of the suggestions that Larry mentioned below would be better suited for he'd need.

They come in all shapes and sizes in HO.  Here's some of the companies who make shingles.  PS Campbell's still does and you can order them on line.  OK here goes: BTS, BEST, Builders in Scale, Bar Mills, Rail Scale, Fox Scale, KC's Workshop, Carolina Craftsman, Northeastern.  Take you pick.
