Except all the affected bolt heads are against steel, not wood. They also mostly are not related to the structure of the car, so I assume they fasten some sort of special lading rack to the wall of the car. My best guess is that the rack needed repair and the car men gave any fasteners disturbed a quick swirl with a paintbrush loaded with paint that didn't quite match the weathered appearance of the car.
