Paint fading occur as a permanent phenomenon from sunlight exposure, while weathering usually applies to the rust, dust, dirt, soot, grime, salt, flour, concrete residues, etc. that build up on a freight car. Most of those except rust will wash off, while rust and paint fade are there until the next paint job.
