Foreign road hopper cars would show up for delivery to coal dealers (and
industries and power plants) because a) the source of the coal was off-line
or b) foreign road hoppers were commandeered by the home road (less likely).
They would most likely run as singles or small groups in mixed freight
trains and locals.
