I've also looked for wheel reports (CPR), but so far only found them for south of the Canada/US border. I'm wondering if they are created as a result of a particular regulation - something that may not exist north of the 49th? Or are they purely the product of the individual railway companies on which they were created? If so, there will presumeably be at least some companies that didn't have them.
