Were any types of box cars excluded from the special rules in force during the post WWII box car shortage?

So far as I can determine, there were no special rules which affected specific boxcars during the Post-War era. Rather, the rules were just ignored. Special BC Orders could be issued. These orders specified the return of "x" many empty boxcars at a specific interchange point, but there was no specification within these orders of the ownership of those boxcars.
