Nope. It is merely a negotiated agreement. There are examples in the documentation of the auto parts pools in which SP participated which demonstrate this. Grand Trunk contributed more than their share of cars in at least two pools, and there were roads (CB&Q was one IIRC) who refused to contribute the full proportional amount. The revenue, remember, comes from individual carloads, not some pool percentage.
