I have seen people crack the bottom valve and just hang a bucket underneath to collect the wine. This could be done without even breaking the seal. And when the bucket was full, you just tighten down the valve and no one even knew.

Drilling a hole in the bottom of a tank car without a ready source of
electricity and a very good drill and bit does sound a little suspicious....
