I would say that the car hasn't been moved in a few days, as the wheel
treads are rusty, but to assume that it is stationary and cannot be moved
seems a bit a of stretch. It is still equipped with wheels, couplers and
air hoses and is coupled to a UP boxcar (AFAICT). In addition, the
stencil for Heater Storage appears to be relatively fresh. It is also
just as likely, or more so, that the car was maintained and capable of
motion, and was on the company roles as in company service, and perhaps
even available if the need presented for use as a reefer.
