seems a bit a of stretch. It is still equipped with wheels,
couplers and
air hoses and is coupled to a UP boxcar (AFAICT). In addition, the stencil for Heater Storage appears to be relatively fresh. It is also just as likely, or more so, that the car was maintained and capable of motion, and was on the company roles as in company service, and perhaps even available if the need presented for use as a reefer.

It may also have been used to bring the car heaters into a central location for servicing and storage at the end of the heating season, and send them back out into the field again for the next season. Similar to how grain doors were cycled back to the loading points in the days before paper grain doors.
