I would say that the car hasn't been moved in a few days, as the wheel treads are rusty, but to assume that it is stationary and cannot be moved seems a bit a of stretch.
Look again at the photo -- the car has no knuckle in the coupler. But there is no evidence of a collision -- so someone removed it. That car is not going anywhere until someone fixes it.
