Neither. On most decks, it was moved in full blocks along the deck by an endless chain, with dogs spaced along the chain to pull the block. If you see wheelbarrows on an ice deck they are most likely for salt distribution. Moving many thousands of pounds of ice by wheelbarrow would not be very practical.
