Close, but no cigar !
Problem with that guess is that the VGN crossed above the C&O and there was apparently no room for a connection. Here's a link to the topo map of Deepwater, WV.

But you've again aroused my curiosity, and I'll have to consult an ORER to see where the C&O and VGN did interchange.
