Was not per diem paid by businesses if they kept the car longer than the assigned load/unload time? Jon Miller AT&SF For me time stopped in 1941 Digitrax, Chief/Zephyr systems, JMRI user NMRA Life member #2623 Member SFRH&MS John that is not per diem it is demurrage and it was based on the car type as to how many days a car could be on spot or constructively placed before the "demurrage clock" would begin and end. It was generally a cost based on the car accounting departments assessment of per diem and some profit, but it was regulated.
