The car number in question would be, I believe, 157189.  I will look up the complete number series from home later.

The location is the RI's Silvis yards and shops.  The picture in interesting because it shows a configuration before the large hump yard was built beyond the the view.

There was an ice dock there, which is where the PFE cars appear headed.  this view is looking basically East.
