If you don't have shippers and receivers to ship then a RR has to find places to store cars until the economy comes back. It's quite an under taking working with the Operating department. Storage space is found in taking up some of the classification tracks in bowls (if you don't have the business you don't need that many tracks for switching). Some siding are turned into storage tracks and shortlines are contacted to lease track space where car can be stored long-term.
