The bottom of the door has a loop over that rod. This keeps the [top-hung] door from flopping outwards.

Further... The hardware used on stockcar doors was designed so the bottom of the door was free to swing out five or six inches to free it from wet frozen bedding, etc. The links that encircled the rod kept the door from swinging out so far that it could fall off. When closed there was a wedge lock on each side of the door to secure it in place.
